Professional Experience

In just eight years, Mr. Rael has established himself among the state’s top young  lawyers because of his versatility in practice and an unyielding drive for results. Mr. Rael represents public sector clients on environmental law, water rights, and mining reclamation and closure issues, as well as representing and advising municipalities on all legal aspects of governmental affairs including real estate, contract, and Open Meetings Act and Inspection of Public Records Act issues. Further experience includes matters involving land use by governmental entities, which extends into condemnation proceedings, lease negotiations, and real estate projects including subdivisions. Having devoted his practice almost exclusively to governmental entities, Mr. Rael has an  unmatched expertise in all legal aspects of governmental affairs.

Born and raised in the small community of Questa, New Mexico, Mr. Rael maintains strong relationships with his hometown. He currently represents the Village of Questa in matters related to the Molycorp, Inc. mine site, which, along with its tailings deposit impoundments, are the subject of a Remedial Investigation/Feasibility Study (“RI/FS”) under the CERCLA program of the United States Environmental Protection Agency. This has given him experience working with state and federal regulatory agencies such as the New Mexico Environment Department, and the Energy Minerals and Natural Resources Department Mining and Minerals Division. He also regularly provides pro bono legal services to individuals from his hometown who otherwise would not have the economic means to obtain legal representation.
