For the past three decades, Mr. Robles has represented government clients.

Having defended numerous cases in both federal and state courts, Mr. Robles is a trial lawyer with considerable expertise in Section 1983 and New Mexico Tort Claims Act litigation.  Both as an Assistant City Attorney with the City of Albuquerque and in private practice, he has litigated claims involving high liability and complex constitutional rights claims, including under the First Amendment, Fourth Amendment, and Fourteenth Amendment.  For example, RRA represented members of the Albuquerque Police Department against numerous claims arising out of the 2001 anti-war protest held on the UNM campus alleging excessive force and violations of their First Amendment right to freedom of speech as a result of crowd control measures taken during the protest.  Mr. Robles successfully defended the numerous claims, obtaining a complete defense verdicts in favor of our clients.  In the only New Mexico case of its kind, Mr. Robles represented an Albuquerque police officer who was criminally charged for the officer involved shooting of James Boyd.  He has also successfully defended ten police shooting cases, five by jury trial and seven by summary judgment, and five police K-9 apprehension cases by jury trial.  In addition to trial work, Mr. Robles has represented governmental entities before the Tenth Circuit in numerous cases.  Mr. Robles is widely considered a leader in this field.

Mr. Robles has represented state agencies, counties, municipalities, and the State of New Mexico in various civil liability claims and is experienced in advising governmental entities in conducting legal and administrative affairs.  Mr. Robles has represented public entities in numerous enforcement actions and is experienced in drafting operating procedures, and has substantial experience drafting, negotiating, and enforcing contracts.

Mr. Robles was admitted to the State Bar of New Mexico in October 1990.  He is also certified to practice in the U.S. Supreme Court, Tenth Circuit Court of Appeals, Fifth Circuit Court of Appeals, U.S. District Court of New Mexico, and U.S. District Court of Colorado.  Mr. Robles’ education includes a Juris Doctor from the University of New Mexico School of Law and a Bachelor of Arts in Political Science from the University of New Mexico.  He is New Mexico Board of Legal Specialization Certified Specialist in Local Government Law, New Mexico Department of Public Safety certified as a “Professional Lecturer” in the law of warrantless arrests, less-lethal force, deadly force, and civil liability under both Section 1983 and the New Mexico Tort Claims Act, and is a “Master Instructor” in the law of less lethal and deadly force.
